How Messaging Tiers Work
Every WhatsApp Business Platform phone number has a messaging limit: the maximum number of unique customers it can send a business-initiated conversation to within a rolling 24-hour period. Meta starts new numbers at a lower tier and automatically raises the limit as you build a track record of messaging real customers while keeping your quality rating healthy.
This is different from the 24-hour customer service session window. The session window controls whether a reply to one specific customer needs to be a free-form message or an approved template. The messaging tier instead caps how many different customers you can start a business-initiated conversation with per day — the two limits apply independently.
Quality rating (High, Medium, or Low, based on recent blocks and negative feedback from recipients) is the other half of the equation. It doesn't just influence upgrades — a number that drops to Low can have its sending paused even with unused capacity left in its tier. Meta can also update the exact thresholds and upgrade mechanics over time, so treat the figures here as a working reference and check your WhatsApp Manager account for your number's current, authoritative limit.
